you have a stuck needle

turn off your fuel tap, giv e bottom of your carby a few taps with a screw driver (blunt end)

if that doesnt fix it you will need to pull the bottom of your carby off and unstick and clean it

also if u turn ur tap on b4 u ride and turn it off afterwards u may have ruined the o ring in the fuel tap if this is so i suggest either takin ur tap off and replacing it with a piece of gasket paper and some metal either that or u could take ur tap apart and if the o ring is buggered take it to ur local hardware or plumming store and replace it

Stuck needle? I think you mean stuck float.

well the needle is what lets the fuel into the bowl, the float controls the flow

could be a piece of crap stoping the needle returning all the way

could be the float, who knows.......
