Need Help!

I was just wondering if anyone would be able to help me with a problem i am having with my 50cc pocket bike. I only just got it about a week ago. started straight away, but when i went to accelerate it had no power and died after i rev more than half way. It is possible it is the fuel mixture but im certain i put 5L of petrol to 200ml oil.. There is also smoke coming out of the exhaust and the spark plug head is black, which also makes me think there is too much oil.. Can anyone help me please
