sounds like the tap rubber has moved so the off position may not actually be shutting the fuel off
u need to remove the tap & realign the holes in the rubber on the 2 pins that hold it in position (make sure you take note of the tap washer & spring washer positions for assembly)

also even if the tap is on the needle & seat should shut off the fuel flow when the bowl fills so u will need to take the bowl off give the carb a quick clean also remove the float & needle from the seat & blow the carb out with compressed air

if that didnt repair it you may have to ajust the float setting
by pushing or bending the tab that pushes against the needle up (towards the needle) 1/2 to 1 mm at a time then reassemble & test should do the trick

some needles have a spring loaded pin when the spring weakens they tend to need ajusting
