From the pic, it looks like it's shearing the shaft?
Glen hit the nail on the head with heat treating it, although i would personally look into getting another shaft made thats not over tempered.
1080 - 1084 metal or similar would be fairly strong when tempered right (a million japanese can't be wrong), although spring steel would be good too as it would offer some sort of flex (torsion) before it breaks (normal thin guage spring steel would require over 100lbs of force before it breaks - roughly), in normal applications springs or spring steel put under extreme loads will snap ... although again using spring steel it's still prone to how hot its tempered to.
Just remember how badly the titanic suffered when it came to crystals in the metal.
Another thing, are you running a chain tensioner ? or thought about adding one? i know the early british PB's had one but then again they also ran dual chains...
