what does this part do?
and where does it install?

When you yank your starter, the starter pawl engages with the centre of the flywheel and turns the motor over allowing it to start. An aluminium one goes in place of the stock plastic one for people who are rough and break the plastic one.

So replacing the plastic one, with a metal one, will just increase its longevity?

yes it does, as i have figured out that im a bit to rough and ceap breaking the plastic ones.

Yeah but Iv'e also heard of people using the alloy pawl and breaking the tabs off the flywheel.Cheaper and easier to replace a plastic pawl than replace a flywheel
