why not just buy another flywheel?
im sure someone on this forum will have a spare one. if you find out that its not flywheel problem then you will have a spare.
the stock flywheel and coil are crappy chinese, so i would try and find some cheap secondhand ones and see if they help.

im unsure if anyone makes advanced keys for blata reps so a replacement flywheel may or may not fix it it just depends if it needs to be advanced / retarded & how many degrees out it is

non sq cranks are $10, and i have a blata 14wrs crank i dont use if your interested. i would try a new flywheel as maybe the one you have was a factory muckup. i have heaps of spare blata rep bits.

another thing was some rep cases need a spacer for the coil bracket & some dont because the way the case is cast, so be sure the coil bracket is aligned & if it has a spacer it may or may not need a extra washer or 2 to square the bracket up to the case position & could help timing spark etc.....
