RD RACING is an unknown quantity at this point
your problem sounds like what we call a sticky needle in seat, if this needle is not closed off in its seat, the carby will flood and the fuel in the carby will find its easiest way out. can you please give us more info like what type of engine you have? is the carby on the rear of the engine crankcase or is the carby on the side of the cylinder head? please advise.

if it is a sticky needle and seat the bike wont run by the sounds of it the motor will be flooded are u sure the fuel isnt leaking from the fuel hose that goes from the tank to the carby? u said u done up the clamp and it still leaks if u done it up properly and tight it wont leak so im thinking your fuel problem isnt the carby
just my 2c

Yep sounds like a dirty needle and seat. Very common unless you have a high grade fuel filter fitted. Clean fuel system by taking fuel bowl off carby and cleaning then while bowl is off turn fuel on and give the bike a shake while fuel poors out the carby, this should dislodge the dirt.

it still sounds like your carby may have a slight problem, fuel should not leak out of the venturi side of a carb when in a idle position.
