if you get it on a long straight does it eventually wind up and engage properly and get you up to speed? Its hard to know what the exact problem is without more info. take your clutch out and sand a very fine layer off and then put it back on. Then start the bike and graduly accelerate until you get the first bit of power but just a tiny bit. Then take the clutch off again and see if there are marks on both shoes. and also check to see how much area is contacting with the drum. if only one shoe is contacting or if only small areas of the shoes are contacting then you will know what your problem is and then have an idea how to fix it.

You don't want to tighten them as this is compressing the spring. LOOSEN the nuts so the shoes spring out easier. It will still grab if the shoes aren't contacting properly as long as the spring tension is set correctly.
