does cheap=crap?

im looking to upgrade my black box style air filter to a "mushroom" / high flow air filter..
I found this one on ebay

Which is fairly cheap but because its so cheap would it be poor grade and have a crap flow rate?

Can anybody suggest where to get a better one (For a stock carby)

Much better stuff and they are knowledgeable. That one on eBayy doesn't look to great. For one, it's plastic.
