HELP with LEI 110cc quad wont start

HELP with LEI 110cc quad wont start
my dad bought a LEI 110cc quad, electric start of ebay. It wont start. I put a NGK plug in and tipped fuel in the head but no go. plug wasnt sparking when i unscrewed it when it was connected to lead. Only other thing i can think of is the battery may need charging. Any suggestions?

the solinoide is usually the main reason similer to the cdi but another small box
