| Looks like a 2nd generation 47cc Cagllari/Daytona, missing the front fairing (does he have it?). If the bike starts and runs halfway decent, then yes, I would say it's a good deal. Since you'll be tearing down the engine anyway, it's not like you won't be able to repair it .... Offer him $100 for it - he'll probably go for that price.
As these guys said, check the frame, make sure it's straight. I agree with reinforcing the frame a little with some extra welding.
If you really want to be slick and not mount the front fairing at all, make a couple of brackets off the ends of the handlebars or the top of the fork legs, and hang your windshield off that. Your bike will have that "moto-cross/streetfighter" look without the front fairing.
As for used bikes, I'd check my local craigslist.com or ebay for deals on used wheels. Bikes get posted all the time, and if you are patient, you WILL get a good deal. Both of my Cags came off craigslist, and I got the pair of them for cheaper than I would have paid for a brand-new bike ($80.00 for The Rat, $100.00 for the other - most bikes brand-new shipped are like $250-ish).
