| Minimum seat height I would belive. I'm not sure if you've noticed but all of the pedal powered motor assited bikes have a fairly high seating posistion and i'm quite sure that's a contributing factor that helps make them legal. It's a visability thing. If you rode an electric pocket bike on the streets you'd get hit by a car becaues they can't see you.
