They say pictures are worth a thousand words so I am going to save a lot of keystrokes.
This is the wrong way. And the way I've seen every example to day assembled this way.
You can see that the triple stage reed plate is mounted directly against the main fibre reeds. in effect by setting the reeds up this way you end up with just a set of extremely stiff reeds with no triple stage function. There is constant hard pressure being placed on those reeds and they really really don't want to open at low engine speeds at all.
Now this is how they are meant to be installed. See that little plate that was mounted on the top of the triple stage plate on the first set of pictures. That is actually mean to be placed between the main fibre reed and the triples. By doing this you are setting the reeds up to perform effectively. The as you can see the reeds are now really only resting against the fibre reeds. The first stage allows a single petal to open easily and a slight amount for idle. The second reed petal has quite a lot of tension placed on it so it only starts to really open once the engine is humming along. Once you get much above low engine speeds the first petal starts being affected by the triple stage plate and has more tension placed on it as it opens further.
