2 Weeks to soupe up my bike! help! big prob with bike atm!

Hi.

I hav just mooved house so I had no internet for 2 weeks. anyway i finally get it and i went to my mini moto clubs website and i found out that we start racing properly on the 26th! Only problem is is my bike doesnt work properly and i need to soupe up my bike quick bc all the other bikes are much faster.

What I have on my bike so far:

NGK BPM7A spark plug
Carbon fibre racing reeds
7 tooth sproket (new top speed of 31.3mph!)
Drilled out air filter (DIY job)

But this is worrying and very frustrating!

I cant full throttle my bike, whenever i do it iver cuts out completely or actuttly slows me down! yes it acts liek a brake! also around 40% power is better than 50%+. so in therory iam only riding 1.7bhp bike Why cant i full throttle my bike  I always used to be able to. I drilled out my stock air filter with my dad and i still had the problem. The only other thing is fuel starvatin. Iam buying some new jets tonight, will this make a diffrece? This has been going on for 3 months now

Also what cheap effective mods can i get? I have $100 USD to spend.
